That is why you get people like Hitler and Stalin. But sometimes it is based on merit which is why there are Presidents and philanthropists. As for the issue of Conservatives, I would remind you that Ronald Reagan was appointed "man of the year" twice. As was George W. Bush. G.W. Bush's father, George H.W. Bush, was also man of the year, but only once. While Time is typically a liberal magazine, they have been balanced in their approach to choosing the man of the year.
